It begins with partisan gerrymandering

To fully understand the problem, let's take a look at the redistricting process here in Texas.  Every 10 years, the federal government conducts a census to count every person in our country.  This is done in order to account for fluctuations in our population; people move and cities change.   In order to guarantee fair and equal representation and to fund government services accordingly, our voting district maps are updated after each census.
